She worked on converting hotel rooms into a hospital in the second floor of Willard Building. The venture was risky. But the difficulty economic situation demanded for the development of a new Longview medical facility. Kelso General Hospital was a private entity that was operated by Dr. Frank Davis offered care services to residents unable to afford the health care services. Later, Longview General had the capacity to expand its private rooms and increase the staff seats. To attract more patients, non-clinic doctors were committed to organizing the completion of Columbia Clinic for the industry contacts. lnitially, they created a non-profit organization, Cowlitz County Medical Service that would provide quality family medical care services. However, the growth of Cowlitz was constrained by the emergence of the World War 11. Resources and medical personnel were limited for the countries under consideration. The amount of costs was high. The historical development led to the later formation of the Health Care Foundation that sought to fund and provide financial supports to the numerous health care facilities in Longview area, Washington.

The rural doctors have been champions of the health care foundation. They believe in the focus and efforts to ensure that all health care organizations gain access to quality health care services. Most of the Health Care Foundation depends on the state and regional champions in promoting health care changes to inspire growth and forming partnerships. Non-profit organizations and professional organizations including Washington State Medical Association has been an influential state champion in advocating for better health care services. For example, the Health Care Foundation was awarded with numerous local health awards for their local efforts to improve health care services to the residents. lnter-state health care leaders and professional organizations are the core regional champions of the Health Care Foundation.

Grants are often less restrictive than the contracts. The federal governments recognize the work of the Health Care Foundation and thus, they have offered to support them and grant them various opportunities. Fellowships are another way of raising funds for the health care organizations (Kolbe, Allensworth, Potts‐Datema, & White, 2015). The individual fellowships might be awarded towards the support of advanced education in a certain discipline and research. The fellowships are usually available to the wide range of sponsors including the government entities and professional societies.
Apart from the fellowships, there are donations and gifts that helps in raising more funds for the health care foundation. The donations include small donations from the public and large donations from organizations and individuals. ln most situations, the large donations come along with key stipulations and restrictions. For example, the management of the Health Care Organization is required to prepare detailed expenditure reports to help in the understanding how the donor funds are allocated and used in the organization (Shartzer, Long & Anderson, 2015). Other requirements for donations include increased use of the funds in development rather than the administrative function of the foundation.
Dissemination of Evidence Based Practices in Rural Communities The dissemination of the evidence-based practices within the rural communities can be done in different ways and methods. some of the popular approaches includes the publishing of the policy briefs and programs. The policy briefs detail the policy description on how health care issues can be resolved and in promoting health care services. The publishing of project outcomes and findings in national journals and publications is another approach for ensuring that information is passed in the rural communities (Orszag, 2016). Statewide health care publications would give the rural communities an opportunity to understand the evidence-based practices.
The publications give information on the nature and implications of the evidence-based practices in enhancing quality health care services. the presentation of programs results to the local community entities and other stakeholders is also important. lt helps to support long-term efforts in understanding the evidence-based programs and practices. Obtaining evidence and implementing it into practice demands it to be context-specific.

However, there is minimal evidence work done into the rural and remote context. Another method of sharing the information and knowledge is the presentation of the information at national conferences and professional association meetings. These approaches help to ensure that the rural communities get clear understanding of the evidence-based practices despite lack of technological connectivity in the areas.
ln summary, the Health Care Foundation is an influential not-for-profit organization that has made effort to improve the distribution of funding to the various local health care organizations in the United States. Based on its historical context, the Health Care Foundation understands the value and benefit of supporting the local health care organizations in the providing the needed health care services to poor residents. Most of Americans are uninsured and thus, the ability to gain quality health care services is often limited for them. The Health Care Foundation depends on the input of political leaders and celebrities as well as regional and state champions who supports for better health care policies.
